A Member is not receiving email because her mail has bounced too many times

The member is Julianne Caines. Her email address is cainesjulie@gmail.com

She says that email from other senders has not bounced, as far as she knows. She bought a new computer about 12 months ago and chose at that time to rely on the Windows Security. She has no other antivirus system that might bounce Free Toast mail.

How do we reinstate her account so that she receives Toastmasters emails from Free Toast mailing?

Your club contact-3574@toastmastersclubs.org address is enabled - it seems to be getting a lot of spam.
Julianne isn't on the contact list at the moment, but I suspect she was in August, which is when her bounce count was exceeded.
Do you use that address for marketing anywhere? If not, I suggest that you disable it on your admin console (it is a different address to the one used for the contact form, but goes to the same members)
Also, set your spam threshold to 3 to prevent some of the junk mail from getting through.
When members get spam emails forwarded via the FTH server they should click the "is this spam" link on the email to add them to the blacklist.
I've reset Julianne's bounce count, she should be okay - but your new contacts seem to be getting similar spam
