New Member not receiving opt-in request

Club Number 3802832. Website 3802832.toastmastersclubs.org. I added 2 new members around Oct. 12. One member received an opt-in email, but the other did not. I keep adding the second new member but he does not receive the opt-in request. I use Edge and Internet Explorer. I have an issue with Chrome and am not using it. I am really low tech and have no idea what version of browsers I am using, anything about browser caches or cookies.

I just sent another and I can see the email being sent and delivered. Have him check his gmail account and spam box.
