Members can't sign up for roles, which duplicate automatically on agenda

Can you help troubleshoot why members can't sign up for roles or the Toastmaster can't assign roles with a missing dropdown menu with names for the agenda ( vpoo.toastmastersclubs.org/agenda-01644505.html )? It seems to automatically replicate the name of the person for one "Test Taker" role. I can try to number each Test Taker role to see if this resolves the issue.

Everything looks correct to me. I logged in as admin and when i edit the agenda I can see the pull down.
When I login as a member I can see the signup buttons.
