Prospective Toastmaster club currently in an undistricted area can't request FTH

We have 5 more members to achieve charter status for Midnight Sun Toastmasters in Yellowknife NT club no. 7924064, I tried to request a FreeToastHost website. I am a co-Sponsor for this club. We are informed that once we are chartered that we can be part of District 99. When I tried to submit a request I can't leave the district section empty in the unchartered menu tab. Please advise.
I am also the website administrator for Nelson Fresh Tracks Toastmasters 6196, though I have moved I am a member virtually. Perhaps this issue above is related to my email already in use for the other club?

Use district U (it means "undistricted")
