District Admin login reset after bounced email

There may be a particular scenario in which a district website (like  d12.toastmastersdistricts.org/ ) becomes irrecoverable because the email address for the admin bounces, and the party who knows the admin password is unavailable.  This seems to be the case for District 12.  District 12 Public Relations Manager Frankie requested that I act as webmaster for the district, which I can do, but solving this login-as-admin is a necessary first step.
