Ensuring key roles receive notifications regarding role changes

I would like to ensure certain roles received notifications about role changes.  For example, I would like the Toastmaster to be notified when someone signs up for a role.  As another example, I would like my VPE to also be notified.  (NOTE: some of this may already be enabled but I don't know where that is.)  Thanks much.
