Is there a way for an officer to select "Not Attending" for a member?

It appears that only a member can select "Not Attending".  It would help if an officer could do that to create complete attendance records for members who did not show up.

Anyone who has the ability to edit the agenda can edit the attendance records in the agenda editor.

Once I clicked the Edit pencil again, I now see the Attendance tab. I am still learning. Thanks
