Can't give ability to edit agendas to Secretary

Long ago I set the website access so that the secretary is one of three officers that can "Select Officer(s) Allowed to Access Agenda Settings & Templates:" and "Select Officer(s) Allowed to Create/Edit New Agendas:" The other two officers allowed to access these two are the President and the VPE. As the VPE I have full access and I see the "+" that allows me to edit. The secretary only sees the icons for email. print, and report. I've seen several previous support requests for a similar problem but the ones I found didn't seem to provide help. The secretary is currently logging in as admin to do this editing.

With the secretary/access settings everything looks normal with the agenda edit capability.
Please ask them to clear browser cache and reload the site from the server. (link at the bottom of the site)

If the issue persists we'll need the operating system & browser type, versions, etc.

The change to secretary was early July after officer changes- this person went from vpe to secretary, and ability to edit went away. That seems a long time for clear browser cache and reload the site is likely to do anything. I'm not sure of their primary pc other than being Windows. They are currently out of the country but I will see what I can find out.

I logged in as your Secretary and found the issue.
Your Agenda header had garbage in it and was interfering with the access settings.
I fixed your agenda header in this agenda you will need to fix your templates.

Thanks for logging in and looking at it and fixing the one agenda. So it appears the agenda header is also called the meeting description (comparing the downloadable manual with on screen) .This begins with "Learning a role/ need refresher? Check out .... " I looked at it for the current, next, and one or two other agendas and I can't see any differences or anything that looks to me like garbage. I went through all the tabs. I went in through the pencil and the admin console. The only thing I can see is that the one I think you edited (2/28) seems to have a different font size, and font size isn't set. Then playing around with 3/21, I see that there seems to be a mixture of font sizes and I set that to 14 for the top line and 12 for the bottom. But I don't see any weird characters.
