I have never forwarded an agenda myself, but does that means it would be possible for it to occur if the agenda is forwarded by another member?

The link at the bottom of the emails is specific to each member of a club.

I never forwarded an agenda nor clicked any links. The only other thing is the timing occurred on dates - July 1st and July 15th -- in which we had meetings.

I think the thing that people are trying to point out here is that the links are static and are tied to original recipient of each email. If, for any reason the email gets forwarded on to another person, the links at the bottom do not get updated to reflect the new recipient... there is no way to do that in email.
Brian has suggested having the user enter their email address again in on the landing page as a way to verify that their identity matches that of the original recipient, but I have not yet added that additional step. I am also a bit concerned that adding too many steps may make it too hard for someone who legitimately is not a member now to just remove themselves from the members list. If it is too hard, the now former member may be inclined to put our emails on their junk mail list... we do not want that as it could create problems for the system's email reputation.

Thanks for the responses. I think Brian's suggestion would be fine as all clubs will potentially have members of varying levels of comfort with technology that it might not be a bad option.
