new member previously declined to be added and now wants to but i cant add his d

Macquarie Park Toastmasters.  3240661.
i am VPE and when i entered the details of a new member a month or so ago and the member pressed both the accept and decline buttons.
He now wants to be added to the website but when i try to add his details, the website automatically sends me the 3 emails, 1. invitation to join, his acceptance and his decline.  i am not sure if the member receives the new requests.
When i look on the membership list, his name is not highlighted waiting for acceptance. 
Do you need me to give you his name and email address so you can add it?

We have no way to add a member.
Ask the member if the received the new email.
