Access to FTH Version 3, is that automatic update once your using version FTH2.

There is only one live version of FTH at anytime. 
The current version is FTH 3

The "version" just refers to major feature set versions.   As Brain notes, everyone is running the same version, which is 3.x.    I say 3.x, because even for version 3 there have been several minor updates added along the way and put into the released code.
