This recently started happening in our website, The Add Spam was not checked but the crowd-sourced email black list was. I'm administrator and received the email that I requested to be moved to former member status. I'm not sure what is going on, but it's creating a problem. The emails are not consistent, as in sent on the same day. But are sent multiple times. 

What can I do?

Is your company/government agency using an URL obscure process?
Can you white list the FTH url?
