I am the club president for club 1231 Johnstown Toastmasters. A new member (Kurtis Pierce) was added with the Quick Add option of Membership Management. email address kpierce2021@yahoo.com.  The member states he has not received the email.  I resent opt in. 

Web site seemed to be running very slow.  Please advise how to resolve or what is needed.

There have been some issues with the websites not performing properly lately, particularly when they're running very slow. The two seem related. 

You say you resent the opt-in. Does that mean the new member shows up with the strike-through?
If not, the addition didn't take. Try again when the site is running smoothly. (It seems to fluctuate.)
If the member exists, you can try deleting the member and readding, again when the system is running smoothly.

Also, of course, confirm that the email address is accurate.
