According to Toastmasters International Club 60 does not exist.
That means it has been suspended for over 6 months.

There is no deleted club 60, that means it has been deleted over 90 days ago.
They will have to request a new club website.

then complete the request form 
TI has to list them as a Prospective club, a New club, or a Chartered club.
Or you have to provide proof that the club has applied for reinstatement and paid the appropriate fees.
