I want to create a page with links to several files, but I want them to open rather than download.  I see the following in the documentation, but cannot find that anywhere when linking the file:

If you want a file to display directly in the browser, change the part that says "action=download" to "action=inline". This is particularly useful for pdf files.

I do see force download which appears to do the same thing, is that true?

The document address that you copy from the 'Direct url' box must be manually edited when you paste it in the 'Link' creation dialog box on your custom page.

Not sure what you're seeing here. Manually editing the url is the only way to make a document link open in a new tab rather than download.
