New club wants a FTH site -- use form?

Hello. I'm serving as an Area Director this year. One of my clubs (corporate club) charted in February and wants to request a FTH site. Should they use this form: www.toastmastersclubs.org/welcome/?gSj3 ? Wasn't sure if there's a process change for new site requests with the transition to the new version.

Have them process the request as an unchartered club and that come to me and I will process manually to beta.
