Hello there, 
Our district wants to invest in a WordPress website. I disagree. We are in danger of losing our charter with only 35 paid clubs.
They think it will help us attract new members. I disagree. Our district website is for the district member. On the off chance that we will get someone to stumble across our website. I think we can have a tab that says "new to Toastmaster?" or something similar that addresses that person.

On our free toast host district website, how can we maximize our SEO to show up in search?

Vanessa, Your district will find it much easier to find future web admins using FTH than with Wordpress.  Yes, Wordpress is glitzy but I guarantee your members and officers use the site way more than prospective new members.

Why not simply add pages dedicated to each of your major metropolitan areas?  Here you can address the prospective member needs and introduce them to clubs within your district.  Something like this - d40.toastmastersdistricts.org/LEXington.html
