Assign speaking roles to other members and to non members

I am trying to assign speaking roles to other members and to non members. I saw a comment to "read the documentation" but that did not help. I found no documentation relating to this. If there is such documentation a specific path to it would help. Thanks!

1) only members can be assigned roles.
2) To assign a member to a role you need update access to the agenda. the docs are here

Some clubs will create one or more 'dummy members" in the club membership list. We have one, called "Guest," for when a Toastmaster from another club speaks at our meeting, and another one, called "Special Presentation," for times like when the Area Director takes a speaking slot, to address the club.Since there are situations like the Area Director's talk that are not evaluated, we have a third dummy member, called "Not Used," to fill in the Evaluator slot, corresponding to the AD's talk.

And these don't even include that other set of "dummy members," which might include people like myself...

Kidding. Anyway, if you set up these dummy members, you can use them for special situations.
