how to reinstate a defunct FTH website

I would like to know how to reinstate a defunct FTH website. the person who managed the FTH website left the club years ago and no-one since has updated it. Now no-one in the club has even got their names on the FTH club member lists so they can't get onto the site and enter new members or create programs and as the site is untended it looks boring and probably turns people away from the club.
