auto notification meeting location or time is changed

Last night we had to change our location at the last minute. Emails were manually sent out but one person did not send get sent the email. I had updated the agenda with the new location. I have the box checked to notify all members if there is a time change. I had thought that this also related to a location change. Can we have an auto change of location notification added for all members and guests signed up on the agenda. I realize the guests would require another field for their email addresses, so I guess my request is 2 parts. 1. All members for sure 2. Guests, if and when this can be reprogrammed.
