Edit feature in agenda not showing up

One of our members complains that he is not able to edit the agenda. There are only four buttons in his agenda page and the fifth editing button is missing. What could be the issue?

There are 4 people who can edit an agenda.

The site admin, The VPed can both create and update ALL agendas
The Chair/President and the Toastmaster of the meeting can edit the agenda they are assigned on.

The TMOD is complaining. Could it be a browser issue?

if they are using Internet Explorer have them set their cookies to this setting.

Any clues at all about the Toastmaster not being able to edit agenda? I am going to help him with my password if it doesn't work.
