All hotmail users are not created equal you need to get one of the 2 who where blocked.

Sorry Brian - I'm on holiday at the moment and sneaking in the odd email so not being as verbose as I otherwise would be. The email that came through was from one of my blocked Hotmail officers ( Kate).
