I can tell from what you are showing me that you are still running the old version of the code... it is probably still in your browser cache.
The issue is that the old version of the code is using GETs when it should be using POSTs for the updates, and the GETs cannot handle the amount of information you are sending the server. (You have a *lot* of people you are sending updates for.)
I already changed the code to use POSTs and I was able to successfully do the update from your website using the updated javascript.... I do not see any POSTs in what you are showing me. Therefore, I know you are not running the modified code.
I don't know whether you used the link I told you to use to reload your page or not. Basically, you need to clear out your browser cache to force your browser to load the modified javascript that uses POSTs instead of using GETs. support.toastmastersclubs.org/component/...earing-browser-cache

I am at my paying job now, so I cannot work on this at the moment.
If you post a screen shot of the dues settings on the screen (including the payment status you have set for members) then I can match them and do some further testing with those settings when I have some free time, probably late tonight or tomorrow night.
