Just a thought based on what you said in one of your posts - was it only when you were logged on as member using your admin password that the emails didn't come through?

Pam, the system does not see anything different for the notification when the admin logs in as a member vs the member logging in as themselves. The person selected in the drop down in the member login is what matters regardless of what was put in the password box. Once the login is completed, the system just treats the person as the member. That is why I am not a big fan of the admin login as member functionality as it currently exists. Moreover, as Jane notes there is no trace left that the admin logged in as the member.

I have run a fresh series of tests tonight.
I added and dropped roles by logging on as 3 separate members - me, using my password; my second (test) member, using my password for Doug Tester; and as Jim C, using the admin password.
All Sign Ups and Drops (17 altogether - for various Agenda dates), generated emails - to the correct email addresses (for shaw.ca and yahoo.com respectively)
This included tests on 2 more new agendas that I created tonight.
So, I am satisfied that it works well for our club 1445011 website.

I will be devoting time to our club 4966 website.
Preliminary test results for the Feb. 18 agenda are as follows:
Set notification for next 3 meetings - done.
To meeting TM and club President - done.
Signed Up and Dropped roles a few times - me, using my password
NO emails were received by meeting TM and club President.
On Friday, I will start with fresh tests, using a new Agenda for Feb. 27.

I finally had a chance to do more testing today. I created new test Agendas and obtained the following consistent results.
As you seemed to have concern about the use of the admin password in combination with a member ID, I avoided using it for ALL member logins for all of these tests.

Successes (yay!):
Email notices are being received by the VP Ed and Meeting TM (when designated in Global Settings to receive such notices).
This applies to all role Sign Up and Drop activity, to both club websites (1445011 and 4966) and emails at both shaw.ca and yahoo.com

Fails (so close!):
Email notices are still NOT being received by the Club President (when designated in Global Settings to receive such notices).
This applies to all role Sign Up and Drop activity, to both club websites and emails at both shaw.ca and yahoo.com
It also applies when I changed the President title to my name in Membership Management.

Notes:
As we will likely only want to notify 2 or 3 of the above email recipients, I have not tested any of the other potential recipients who are listed in the Global Settings pick list i.e. Meeting Table Topics Master, General Evaluator, Mentors

Steve, I have just run a similar test and can confirm that the President is not being notified of role changes when designated to receive them.
Toastmaster is being notified when designated. The member changing roles is not the Toastmaster or the President.
General Evaluator is being notified
Table Topics Master is being notified
I haven't tested for Mentor notifications yet
