Enable "Member Download" + "Mentor Request"

As site administrator, I want to enable the "Member Download" option, as well as "Mentor Request" .
I can't find the setting for this. can you help?

Bottom of Appearance tab in admin console. ("Hide Links")

Thanks Steve for the quick reply. I found the section you are referring to at the bottom of the "Appearance" settings.
It says:
"Select the links above that you prefer NOT to display on your web site".

But none of the boxes are checked, including the one that would disable "Member Downloads".

On our site"Member Download" is actually displayed, but it's not a clickable link. My first assumption was that there is no link because nothing has been uploaded for anyone to view/download. But there doesn't seem to be a way for me to upload anything to this section under "File Manager" choices.

You have to log in as a member to access that. The link is enabled when a member logs in. If we did not enforce that, then there would be no way to ensure that only members did those downloads.
