Sgt at Arms is Listed in Membership Management but Not Available to Assign

I'm the club website administrator for NIH Democracy II Toastmasters, club 1200808 ( nihdemocracy.toastmastersclubs.org/ ) and one member, Xinzhi Zhang, who is our SAA, is not listed as an available member that I can assign a meeting role to. In the Membership Management module, we is listed as our SAA. I am not sure what is going on. How can I get his name to appear as an available member who I can assign to meeting roles?

See below... I do not see what the problem is:

The role "Sgt at Arms Opens the Meeting" is not set to allow a person to sign up for.

The admin, Toastmaster of the meeting can manually assign the role by clicking on the pencil at the top and editing the agenda and using the assign pull down.
