The site is working correctly now.
My office mate checked my proxy setting after I read Brian's statement about the proxy having been misused and in a global list. I was not using the proxy recommended by our corporate IT department. I have updated it to the recommended proxy configuration file (
pac.proxy.alcatel-lucent.com/proxy.pac
)
Hopefully this is not the proxy that's blacklisted, and the incorrect setting I had previously was the issue.
