Change Name of Standard Website Pages

To whom it may concern,

I was wondering if we could change the default name of the standard pages, especially "Public Downloads". It is nondescript and therefore people don't know what it contains and barely look at it. Ideally, I would like to change it "Resource documents". Additionally, is there a way to make the default for the documents to open vs. downloading.

Create a custom link to the standard page, but with a new name, then hide the standard page.
