editing agendas

I became the VPED in January and even though my information states this on the International website, I do not have all the many icons on the meeting agendas that it says a VPED has to make changes. My edit button works and I can input people's names with the drop down tab, I can change anything. However, I attempted to change the template to make it more descriptive so our newer members could gain some more information, I cannot make it the template for all future meeting agendas. In addition to this issue, I no longer have the editing icon appearing beyond March.
Our President is our web master and he also cannot change the meeting agenda's template.
please help

The club site admin has to make you VPED on the club website.
