I created a new agenda template with 4.28.2016 in the name...and can't find it. Where are the templates hiding?

If you are site admin: launch admin console and select Meeting Agenda Settings from the dropdown list

If you have access to Meeting Agenda Settings select the Meeting Agenda Settings Menu Item

If you are VPE or Ste Admin and want to create a new agenda using the template , go to Meeting Agendas / Create New, and select the required template from the Agenda Setup Tab
