I resaved it in Windows Paint (original photo came from a iPhone I believe.)

When I try to attach it, I am still getting the "Attachment image size exceed limit allowed by configuration" It's now a 1.3MB file.

Do I just need to size the photo down?

Guess what? You found a bug! (Thank you!!!) ;)

The browser was not recognizing filenames with upper case file extensions. That has been fixed.

You actually did successfully upload the file many times. Sorry for the confusion and inconvenience.

Also, make sure you use the editor image tool for image uploads for best results. It looks like you tried to use the file manager once for an upload also.
