How to Link a PDF to a JPG on FTH Home Page

Hello Tech Support,
I would like to link the "Extra Extra" JPG on our FTH Home Page to a PDF file. How can I do that, please?
In other words, when I click on the JPG, it launches the PDF.

Our FTH is at: speakersforumtm.toastmastersclubs.org/

There could be other ways to do it, but I would do this

Upload the pdf file into File Manager and get it's URL (documentation on how to do that here: support.toastmastersclubs.org/doc/item/linking-to-files )
Right click on the jpg image (In edit mode) on your home page - select "image properties"
Paste the url for the pdf file into the box on the "Link" tab
Tip - in the URL, change action=download to action=inline to make the pdf file open in the browser
