Opt in not working for a new member & club website questions

We have a new member and she has opted in three times and is still not allowed in.
Her name is added to our new member list and it is crossed out as it usually is with new members. The cross out has never gone away despite her opting in each time she has received the opt in email which we have repeated now 3 times.
How can we get this corrected??
I am the current administrator of the site and would like to turn it over to our new president. How can I help him do that? Could you send your answer to the following emails so we all get the answer.
Our president is John Hansman joh@hans-ontechnology.com, our VP of Membership is carihill516@gmail.com.
You can see the new member's name crossed out in our membership list on our web site. If this is not the case, let me know and I will send you the information.

1) there is NO way you new member ever received the opt-in email as you spelt her email wrong. hlakin4@yahoo.ocm is not a valid email address.

2) Log into the admin console and change the admin information and set a new password.

3) There is only ever 1 site admin, the different areas can be assigned to different officers
