Custom Page Links Not Working

Hi everyone,

I'm new here and working on revamping our old TM freetoasthost website. I'm working on adding custom pages to the left menu bar, and I'd like to add a "New Member Application" that when you click on it will take users to the link: www.toastmasters.org/~/media/5A31F535E97...9CD2C526.ashx?23jtnF

... which is the new member application. Instead, it creates a new page and doesn't show [LINK] on custom pages after following the instructions on this page: support.toastmastersclubs.org/doc/item/links-to-other-sites

There is obviously something I'm missing or not seeing in the instructions. Can anyone explain to me how to fix this or make it a redirect to the TM New Member application rather than another page to the 186 site that contains the link?

Sorry for the double post here, just wanted to let you all know I FIGURED IT OUT.

The red important notice box said to leave blank "Web Page Name, Web Page Description, Web Page Keywords" in order to not confuse the system with a page instead of URL. Taking out the content from each of those allowed it to be a URL.
