Do you know the line: 'it is not you, it is me' ?
This is probably me, I am new to Toastmasters and new to building a site.
I have received the email:

Congratulations! Your FreeToastHost Website has been setup and is ready to go! Your website address is:

The link takes me back to the original page. If you could please advise. Thank you in advance for your assistance.

The website was created and the link works for me...

Try 7847887.toastmastersclubs.org/?123 as a temporary alternative.
(The extra numbers just bypass your browser cache.)
