Track and/or Export Deleted Members that were Purged

Since our VPPR and VPM may not have opted in prospective or existing members within 30 days or deleted them for whatever reason (e.g., unsubscribe, redundancies), how do we track and/or export these deleted members to ensure compliance with the Federal Trade Commission's CAN SPAM Act, General Data Protection Regulation for European guests, opt-in for ex-USA guests, etc.?

If a prospect,guest/friend does not opt-in their information is removed from the system. If a prospect,guest/friend requests removal they are delete from the system. We do not keep deleted member records.
If a member/former member requests removal we do not keep any of their personal information in the system.
