I changed one of your PDF's to public and it downloaded ok. (already changed it back to member)

You can try switching a file address from download to inline and see how that behaves. If you want to try a different file than the one below, you can change action=download to action=inline for any file.
 

I changed the two top pdfs to public and they did not download.
where do I go to change the code to inline as opposed to download?

Using safari on my MAC I was able to download all your pdf files.
Your issue with some file working and others not working may have been from the illegal folder and file name you had in your list.
Are you sure your safari is up to date at a current release?
