Cannot download member documents

I am site admin for Cherry Creek Toastmasters club 2977 and was responding to a member who could not download a file on our Member Download page.
I told her I would do it and send to her.
when I select the pdf file and choose Download, it acts as though it is downloading the file. However it does not appear in my download folder on either my MacBook Pro or my iPad. I have logged out, then back in. I have shut down the browser tab. I have rebooted my computer. I have logged in as both Member and as Site Admin. 
Nothing works. Site seems to be broken?

Which PDF is it?
Do other files download as expected?
Which browser/version are you using?

None of the files will download. I am using Safari, which I have used 100% for 10+ years. I don’t know how to find the version of Safari, but it is the current version as all my devices are up to date

Actually it seems it will allow an excel file to download as I get the prompt “do you want to download “and it names the file”
just tried this on my phone. Did not get that prompt with the pdf

It appears to only affect the pdf files as I just tried a word and pages doc and got the same prompt and a download 

There are also a few jpeg files that do not download. Pages, word and excel all seem to work
