Secretary to update attendance

Our club secretary keeps track of attendance.  I have this person flagged as the secretary, yet I can't figure out the setting to allow the secretary to update the attendance.  I saw on another chat that the Admin and VPE can do this.  The Club secretary is the one who usually does this.  Is there a way to update the system to allow the club secretary to do this without giving them the site admin login?
