[Member Email] was skipped because it has previously bounced too many times

I sent out a welcome email to let our club know that a new member joined and got an email alert with the following message.

mdesiderio@cox.net was skipped because it has previously bounced too many times

Looking at prior posts, it appears that a spam counter needs to be reset however, I am not finding where I can perform that action.  Can someone please help me understand where I need to go to have this addressed so that the member gets these messages?

This one seems a bit strange - I can't see what is causing the bounces as they occurred some time ago
I've reset his bounce count for now - but it might happen again
