I'm not sure what your issue is? Your initial message is cut off.  I see you can send email to members-9623@toastmastersclubs.org.  I don't see any being sent to the officers group or individual officers.
Refer to the documentation on how to use the email forwarders:   support.toastmastersclubs.org/doc/item/email-lists-and-aliases
Otherwise please describe what is not working and which officer is affected
