You had not entered their email address correctly, you need to resent the opt-in email from the pulldown at the top for the membership area.

For hotmail the users need to added the 2 server email addresses (server@toastmastersclubs.org and agenda@toastmastersclubs.org) to their safe list. We send the email but hotmail queue it in some never never land.
