Agenda Locked to Members - Viewing Previous Agendas

Is there a way to see roles filled when the message "Agenda Locked to Members" appears under the Member column? Normally, we can see role filled by _____, but for our July 12 meeting most of the rows show "Agenda Locked to Members." This appears both when I am logged in as a member, as an admin, or both.

The site admin or VPED can always see or change the full details of the agenda.
