DOH! I was logging in as Member Login , not Admin Log in.

When you log in as the Admin, you will see an edit (pencil) icon at the upper right of the panel. Additionally, you can edit this home page content via the Admin Console if you are logged in as the Admin. Finally, you can delegate access to an officer to edit this content (as Website Settings) via the Access Settings tab in the Admin Console if you are logged in as the Admin.

Please get familiar with our online documentation as this is all explained there.
