Sandbox Agenda, or Notifications from Locked Agendas

I was playing with meeting agenda templates, and creating test meetings today. I used a locked agenda to prevent others from getting in there. I forgot that people would get notifications of role changes, so I inadvertently spammed their email.

Is there a way to create an agenda in a sandbox?
alternatively:
Could we make it that locked agendas never send notifications about role changes? I guess that makes a locked agenda a sandbox agenda. It would need to be deleted, not unlocked.

You can create agenda templates using the admin agenda template function that will not email anything out.
You can modify the agenda email functions while you are playing so no emails are sent out.

There is no sandbox for any FTH functions.
