Yes. You upload the PDF via the File Manager, then you get a link to that.

See the following about getting the link: support.toastmastersclubs.org/doc/item/linking-to-files

The generated link will say action=download in it. If you want to have the link attempt to open the PDF in the browser, then change that to action=inline.
