How to email agendas to all members who have not selected "NOT Attending"

I would like to send agendas to all members who have not purposefully notified us they are not attending.  My purpose is to remind all but those who have said they are not attending that we still have roles to fill.
Of the general categories, I assume the definitions are as follows:
Members Attending> Only those who have checked "attending"
Members NOT Attending> Only those who have checked "not attending"
Attendance Uncertain> Only those who have checked "Uncertain"
Members w/ No Mtg Role>  Does this include those "not attending"?
