Ask your Admin to login and select drop down tp middle. 
Website settings
Email and contsct forms
You will see White List and Black List
Check if Brian is listed there and delete it. Please click SAVE
That will fix the issue

No, you have to take the action in the admin console.

b******@gmail.com was found in the Crowd Sourced Black List. If you need to receive email from this email address / domain, then add it to the Email White List.

He's not in your club's black list so another club added his email to their black list. When this happens to a member's email address you can add him to your club's white list or disable the crowd sourced black list for your club.
