Expanded admin access

Two suggestions:  
1) All officers should have access to all admin functions.  There is no reason to restrict to just 3 officers for any given function.
2) Club president should have ability to add certain members who are not officers to have admin access for certain functions, not all.  This would enable club officers to develop potential leaders and delegate responsibilities to members who want to contribute to club success.  

We have discussed this functionality in-depth over the years and will not be changing it.  While what you are proposing may work fine for your particular club, you should not presume that it would work well for all clubs that use FTH.  Our implementation is frequently a compromise based on our experience in Toastmasters and knowledge of the wide diversity of ways that clubs operate.

You can assign any member as an "Other Officer" in membership, which will make that person selectable in the Access Settings drop-downs.
