Is there a way to make optimalspeakers.toastmastersclubs.org/agenda.html public so guests can access it?

We want to create a QR code so everyone can easily access the agenda and save printing costs.

Unfortunately agendas are locked behind the member access wall.

I once built a work-around where I created a public-facing custom page and I would paste the agenda into it each week. Since I used the same custom page, I could access it with the same QR code each week. 

Ultimately, no one used it, so I dropped the practice, but it is an option.

Agendas contain members names and the privacy rules of toastmasters and many countries say we cannot publish them.

Fair point about member names. You should request permission from club members before publishing.

With that understanding, another work-around would be to create a shareable google folder, create a QR code for it, print your agenda as a pdf, and then put it in the folder.
